The 22-year-old forward, who is currently playing for Spain at the World Cup, has already undergone a medical at the club's base in Tennessee, USA, and signed a long-term deal with the Merseysiders.
Munoz will be the first new player under head coach Andoni Iraola and will join the team after completing his national team appearances at the tournament.
The footballer already has the experience of playing for the Spanish national team, having made his debut in March in the match against Serbia, in which he also scored a goal.
At club level, Munoz had a strong season with Osasuna, making 34 appearances, 7 goals and 5 assists in all competitions.
He joined Osasuna last summer from Real Madrid, where he played a few games after graduating from the academy, and previously worked in Barcelona's training system.
